Meet the Team

 

Jessica Hinkle – Owner & Manager

Jessica Hinkle founded Tide Line Services LLC (TLS) in 2015 to support water resource projects in South Florida. With a background in biology and biotechnology, she has worked extensively in hydrologic data collection and stream gauging for projects with the South Florida Water Management District and the Seminole Tribe of Florida. Under her leadership, TLS has provided a range of services to private companies, municipalities, and government agencies, helping to address water resource challenges across the region. Jessica’s research experience at The Scripps Research Institute, where she studied Hepatitis C capsid proteins and adipose cell regulation, along with her educational background in biology and business management from Florida Atlantic University and Palm Beach State College, has been integral to her approach in managing complex water resource projects.

 

 

Andrew Kelly – Operations Manager

Andrew Kelly, the Operations Manager at Tide Line Services LLC, brings over 12 years of expertise in water resources, including project management, stream gauging, and hydrologic assessments. He has overseen the installation of over 30 water monitoring sites and conducted more than 100 discharge measurements and ADFM flow measurements for the South Florida Water Management District. His experience spans various roles, including carpentry, electrical work, and controls technician positions, which complement his extensive work in flow monitoring, wildlife observation, and water quality sampling. Andrew has managed key projects for the Seminole Tribe of Florida, the South Florida Water Management District, and other clients, ensuring the successful implementation and maintenance of water resource monitoring networks.

 

 

Siaka Kone M.E., Ph.D. – Lead Scientist and Inhouse Data QA/QC Work

Dr. Siaka Kone, a distinguished Civil Engineer with over 30 years of experience in hydraulic and water resources engineering, serves as the Lead Scientist and In-house Data QA/QC expert at Tide Line Services LLC. With a Ph.D. in Civil Engineering and a Master’s in Agricultural Engineering, Dr. Kone has contributed significantly to major water resource projects, including co-chairing the Water Preserve Area (WPA) Feasibility Study for the Comprehensive Everglades Restoration Project (CERP). His expertise spans flow data collection, water quality modeling, and the introduction of advanced technologies like Acoustic Velocity Meters (AVM) and Acoustic Doppler Current Profilers (ADCP). Throughout his career, he has successfully managed teams, developed innovative engineering solutions, and driven business development in the water resources sector.
